Headquartered in Paris, WFEO is a consortium of countries and regional engineering organizations established in 1968 under the sponsor and support of UNESCO. As the world's largest engineering international organization, its members cover more than 100 countries and regions, as well as 11 related international engineering organizations. It is the world largest international organization composed by national and international members with wide influence in international engineering.

In 1981, China Association for Science and Technology (CAST) officially joined WFEO on behalf of China and became its national member.

Recommended by CAST, Gong Ke has successively served as Chairman of the Committee on Information and Communication (CIC) and Chairman of the Committee on Engineering for Innovative Technologies since 2009. He also joined the WFEO Executive Committee and served as the Vice President of WFEO. In 2015, he won the Outstanding Contribution Award granted by the organization.

In his inaugural declaration, Gong Ke stated that WFEO will work on the celebration of the World Engineering Day. In the meantime, it will further strengthen the cooperation between WFEO and the United Nations and its affiliates as well as participate to the promotion of the United Nations Sustainable Development Goals. Gong Ke once presided over the research and development of China's wireless transmission of digital television standards and micro technological experiment satellite. He was granted the National Technology Invention Awards, the National Defense Science and Technology Awards and several other awards.
