The 2020 Annual Conference of the China Administrative Law Society Was Held in Tianjin

From October 24th to 25th,the 2020 annual conference of the China Administrative Law Society ( here after referred to as “the Society”) was held in Tianjin. More than 400 prestigious experts and scholars from domestic legal circles attended the meeting to discuss in-depth “modernization of government governance and legal construction of public health”.

The conference was hosted by the China Administrative Law Society and organized by the School of Law, Nankai University. It was also held online via Tencent Meeting simultaneously. Attendees to the opening ceremony on the 24th include Ying Songnian, Honorary President of China Administrative Law Society, Jiang Bixin, Vice Chairman of the Constitution and Law Committee of the National People’s Congress, Zhang Xueqiao, Deputy Procurator-General of the Supreme People’s Procuratorate, He Xiaorong, member of the Supreme People’s Court judicial committee (vice-ministerial level), Zhao Fei, Member of the Standing Committee of Tianjin Municipal Party Committee, and Cao Xuetao, President of Nankai University. President Cao delivered a speech. Ma Huaide, President of the China Administrative Law Society, delivered the annual work report of the Society.



Ying Songnian mentioned in his speech that this year marks the 35th anniversary of the founding of the China Administrative Law Society. He was delighted to see representatives of the administrative law circles gathering in Tianjin and grateful for Nankai University’s organization of this conference. He also looked forward to the fruitful results of this academic event this year.



Jiang Bixin was entrusted by the Chinese Law Society to congratulate the successful convening of the annual conference. He fully affirmed the achievements of the Society in the past year and pointed out that the Society actively participates in the research of emergency law and public health law under the background of coronavirus, organizes experts to participate in legislative revision and improvement, and gives full play to the role of think tanks.



In his speech, Zhang Xueqiao introduced the administrative inspection and public interest litigation related work that was undertaken during the past year, especially during the nationwide fight against COVID-19, as well as the relevant progress in promoting the reform and innovation of the public interest litigation legislative mechanism.



He Xiaorong said that the China Administrative Law Society is based on China's practice and adheres to a problem-oriented approach. Especially during the epidemic, it has strengthened its research on information disclosure, infectious disease prevention and other epidemic-related administrative law issues.



Zhao Fei said that the conference is held in Tianjin and is a grand event in the legal circle of Tianjin. He hoped that the experts and scholars participating in the conference would jointly contribute to the creation of political and legal work and the comprehensive rule of law in the new era.



Cao Xuetao said in his speech that the theme of this conference responds to the country's urgent needs and academic frontiers, and carries a strong spirit of the times and practical significance. It is an honor for Nankai University to host this annual conference. 2020 is the first year of the new century of Nankai University and the 40th anniversary of the establishment of Nankai University's legal system.


Ma Huaide gave a work report on the 2020 annual conference of the China Administrative Law Society with the title of “Deepening the Theoretical Research on Administrative Law and Promoting the Modernization of Government Governance”.

 


There were four sub-forums under the annual conference. The participating experts and scholars focused on “improving the emergency management legal system”, “improving the public health rule of law system to deal with major infectious diseases and biosafety risks in administrative law”, “administrative law response in the era of civil code” and “the modernization of government governance and the construction of a government under the rule of law” to make academic sharing stronger and to deepen discussions.


On the afternoon of the 25th, the second Ying Songnian Outstanding Achievement Award in Administrative Law award ceremony and the closing ceremony of the annual conference were held.

The China Administrative Law Society was established in August of 1985. It is the core and backbone of administrative law research of China. The Society held an annual nationwide conference in China, aiming to closely follow the theme of the times, respond to practical needs, provide administrative law workers with opportunities for exchanges in legislation, law enforcement, teaching, and scientific research, and jointly promote the construction of a country ruled by law, academic prosperity and development.
