On October 12, a signing ceremony for a strategic cooperation agreement between Nankai University and the Shenzhen Municipal People's Government was held in Shenzhen. Zhao Meirong, Executive Deputy Secretary of the CPC Nankai University Committee, and Chen Qing, Member of the Standing Committee of the CPC Shenzhen Municipal Committee, signed the agreement on behalf of their respective sides. The ceremony was attended by Chen Yulu, President of Nankai University, and Li Yun, Deputy Secretary of the CPC Shenzhen Municipal Committee and Mayor of Shenzhen, who both witnessed the signing, as well as Lu Wenpeng, Secretary-General of the Shenzhen Municipal People's Government and Director-General of its General Office.

Under the agreement, the two sides will pursue cooperation in key areas including the development of high-end think tanks and policy consultation, scientific and technological innovation and the commercialization of research outcomes, high-level talent cultivation, and the creation of a high-quality ecosystem for nurturing innovative talent. They will actively explore new, long-term mechanisms for university–local government cooperation.

The signing marks a significant outcome of the two sides' joint efforts to advance the integrated development of education, science and technology, and talent, and deepen strategic cooperation between the city and the university. It is of great significance to Nankai University's efforts to accelerate its development into a world-class university with Chinese characteristics, and to support Shenzhen in building an industrial and technological innovation center and a high-level talent hub in the Guangdong-Hong Kong-Macao Greater Bay Area, as well as in serving the development of the pilot demonstration zone for socialism with Chinese characteristics.

During his stay in Shenzhen, Chen Yulu led a delegation to Futian District and Yantian District for visits and research. He held separate working meetings with Wang Cefei, Secretary of the CPC Futian District Committee and Secretary of the Party Leadership Group of the Hetao Development Authority, and with Lei Weihua, Secretary of the CPC Yantian District Committee, and Zhao Liang, Head of Yantian District. They exchanged views in depth on further strengthening university–local government cooperation.
